Relocating pets and vehicles from India to the UAE — Indian export requirements, UAE Ministry of Climate Change pet import conditions, and vehicle customs handled from start to finish.

Indian families moving to the UAE who want to bring a pet or a vehicle find that both require planning well before the move date. Pets entering the UAE from India are governed by the UAE Ministry of Climate Change and Environment (MOCCAE), which sets specific health, vaccination and documentation requirements for imported animals. Vehicles leaving India need an export clearance before they ship; on arrival in the UAE, they face UAE customs duties and registration requirements. Neither process is insurmountable, but both have lead times and documentation chains that need to be built into the move plan from the beginning, not added as an afterthought once the household shipment is already booked.

Bringing a pet from India to the UAE

The UAE Ministry of Climate Change and Environment (MOCCAE) administers the import of pets into the UAE and sets the conditions for animals arriving from India. The requirements for dogs and cats typically include:

  • ISO-standard microchip (15-digit) implanted in the animal
  • Valid rabies vaccination certificate, with the vaccination administered after microchipping and current at the time of travel
  • A veterinary health certificate issued by an accredited Indian veterinarian and endorsed by the Department of Animal Husbandry, Dairying and Fisheries (DADF) at the state level, and in some cases by the central DADF authority — this is the Indian export health certificate
  • An import permit issued by MOCCAE before the animal travels to the UAE — this must be applied for in advance; it is not issued at the port of entry
  • Treatment records for parasites (internal and external) within a defined window before travel
  • Animals typically travel as IATA-regulated cargo on the India–UAE flight, not as checked baggage — cargo booking with an accredited live animal handler must be arranged separately from the passenger booking

The MOCCAE import permit must be in hand before travel is booked and before the Indian health certificate is issued — it establishes the conditions under which the permit is granted, which the health certificate must then confirm. It is applied for by the owner and issued in the owner’s name. Shipping a vehicle from India to the UAE

Vehicles leaving India require an export clearance from the Regional Transport Office (RTO) in the state where the vehicle is registered. This involves a no-objection certificate, an export customs declaration, and a certificate of origin. For some vehicles — those with financing still attached, for example — the bank’s no-objection must also be obtained. We handle the Indian vehicle export file at the origin as part of the move, alongside the household documentation.

Sea freight for vehicles from India to the UAE runs on the same lane as household goods — container services from Nhava Sheva, Mundra or Chennai to Jebel Ali, with transit times of eight to twelve days. Vehicles are typically containerised for shipping (rather than roll-on/roll-off) for the India–UAE route, which protects the vehicle through the transit.

On arrival at Jebel Ali, a vehicle imported from India is subject to UAE customs duties. UAE registration requires a roadworthiness inspection and compliance with UAE vehicle standards. For vehicles that are older, or that have modifications not standard in the UAE market, specific inspection requirements may apply. How it runs

  1. Tell us what is moving. Pet species, breed, age and current vaccination and microchip status; vehicle make, model, year, engine size and the RTO registration state in India. Your planned move dates and UAE destination city.
  2. Start the documentation clocks. The MOCCAE import permit is applied for by the owner; the RTO export clearance for the vehicle is opened alongside it. Both take time to process, and the rest of the plan is built around them.

Right-hand drive, GCC specification, and the honest answer about the car

Most enquiries about shipping a car from India to the UAE end with the advice not to. That is not a sales position — it is arithmetic, and it is better heard now than after the vehicle is inside a container.

The first obstacle is the steering wheel. India drives on the left and registers right-hand-drive vehicles. The UAE drives on the right, and its road registration is built around left-hand-drive vehicles. A right-hand-drive private car is not, in the ordinary course, accepted for road registration in the UAE, and no amount of freight planning changes that. The vehicles that genuinely move on this corridor are therefore the exceptions: motorcycles, off-road and utility machines, classic and collector vehicles going into private collections, and vehicles in transit to a third market that registers right-hand drive.

The second obstacle applies even to left-hand-drive vehicles, and is worth understanding because it is widely misquoted. Cars built for the Gulf carry what the trade calls GCC specification: uprated cooling, higher-capacity air conditioning, extra dust and sand protection, and calibration for sustained high ambient temperatures. An Indian-market car is not built to that standard. It may be mechanically similar in most respects and still be treated as a non-GCC-specification import, which affects how it is inspected, whether a manufacturer warranty or dealer network will support it, and what the resale market will pay for it.

Age is the third factor. The emirates set their own limits on how old an imported vehicle may be to be registered, and those limits are revised from time to time. Registration is decided by the registering authority — the Roads and Transport Authority in Dubai, the equivalent traffic department elsewhere — after a technical inspection and against the rules in force on the day the application is made. A mover can ship a vehicle, arrange its import declaration and present it for inspection. Nobody in the freight business can promise the outcome of that inspection, and any quote implying otherwise deserves a careful second reading.

Where the decision is to ship anyway, the mechanics are undramatic. The vehicle is run down to a minimal fuel level, the battery is disconnected, personal effects are cleared out of the cabin and boot, and it is braced inside a container rather than driven onto a roll-on roll-off deck. Duty at the UAE end is assessed on the vehicle’s value rather than on what was paid for it in India, and that assessment is made by customs, not by the shipper.

Motorcycles and the smaller vehicle cases

Two wheels change the picture considerably. A motorcycle has no steering-side problem, occupies a fraction of a container, and can often share space with a household consignment instead of needing its own booking. Indian-built machines with a following in the Gulf move on this lane regularly, and the process is simpler at both ends: the Indian export file, deregistration at the state transport office, then an import declaration and inspection at the UAE end.

Bicycles, including expensive road and mountain bikes, travel inside the household consignment in their own cases or crates with wheels, bars and pedals removed. They are listed individually on the inventory with make, model and serial number, which matters both for the customs description and for any claim afterwards.

Quad bikes, jet skis and small trailers occupy a middle ground. They ship without much difficulty, but each is a registrable vehicle in its own right at the UAE end and has to be treated as one on the paperwork rather than described loosely as sports equipment. Getting that description wrong at the Indian export stage is a slow thing to unwind once the consignment has sailed.

How the pet actually travels

The flight from a major Indian gateway to Dubai or Abu Dhabi is around three and a half hours, which makes this one of the gentlest international relocations a dog or a cat can make. The work is almost entirely on the ground, before departure.

The animal travels as manifest cargo in a container meeting the IATA Live Animals Regulations: rigid, ventilated on at least three sides, with a secure door, no wheels in the hold, absorbent bedding and water access. The container is sized to the animal rather than to the owner’s budget — the animal must be able to stand fully upright, turn around and lie down naturally. Undersized crates are the commonest reason a booking is refused at the counter, and that refusal happens on the day of travel, which is the worst possible moment to discover it. We size and source the crate at the survey, and encourage the owner to have the animal sleeping in it at home for two or three weeks beforehand, door open, so the crate is familiar rather than frightening.

Two constraints shape the schedule. The first is breed. Snub-nosed dogs and cats — bulldogs, pugs, boxers, Persian and Himalayan cats among them — face airline restrictions and in some cases outright embargoes, because flat-faced animals carry a higher respiratory risk in transit. Those restrictions vary by carrier and are checked before anything else is booked. The second is heat. Gulf summers bring temperature embargoes on live-animal cargo, and from roughly May to September the practical answer is a night departure and a night arrival, which has to be built into the family’s own travel plan rather than bolted onto it.

The import permit itself is applied for by the owner and issued in the owner’s name by the Ministry of Climate Change and Environment; its conditions then govern the veterinary documentation prepared in India. Working to those conditions, we arrange the crate, the IATA-compliant booking with a carrier that accepts the breed, and the collection and lodgement of the animal at the cargo terminal. On arrival the animal is processed at the airport’s animal reception facility and released to the owner or a nominated agent the same day, provided the file matches.

What drives the cost on each side

Neither of these usually sits inside a household allowance, and both are quoted separately for that reason.

For a pet, the largest single variable is the crate, because the crate determines the volumetric weight and the volumetric weight determines the air freight. A Labrador in a correctly sized container costs several times what a cat costs, and there is no compressing that. Beyond the freight, the cost is made up of veterinary work in India — microchip, vaccination, parasite treatment, the health certificate and its endorsement — the government fees payable by the owner, the crate itself, ground handling at both airports, and the collection and delivery legs.

For a vehicle, the variables are whether it travels in a dedicated container or shares one, the inland haulage to the port, the export formalities in India, marine insurance against a declared value, and then the destination side: duty as assessed by customs, terminal handling, the technical inspection and the registration process. Where a vehicle fails inspection, the cost of putting it right — or of re-exporting it — falls after all of the above has already been spent. Which is why the recommendation at the top of this page reads as it does.

Common questions on pets and vehicles

How early should this start?

Earlier than the household move. Eight weeks before travel is comfortable for a pet, and twelve is better if the breed needs a carrier that will accept it or if travel falls inside the summer embargo window. A vehicle needs its Indian deregistration and export clearance started well before the container booking, because the state transport office works to its own timetable and not to yours.

Can the pet travel on the same flight as the family?

Sometimes, and it is a reasonable thing to aim for, but it should not be the deciding factor. Manifest cargo and passenger seats are separate transactions against separate aircraft allocations, and forcing them onto one flight occasionally means accepting a worse routing or a daytime departure in the hot months. The animal’s comfort is the better criterion.

What if a household, a car and a pet are all moving?

They are planned together and executed separately, because they run on three different clocks. The pet is timed to the family’s arrival, the household to the delivery address being ready, and the vehicle to whichever of those it can follow without accruing storage. Do animals other than cats and dogs move on this corridor?

Birds, rabbits and small mammals do, and each carries its own species-specific conditions at the UAE end, some considerably tighter than for cats and dogs. Certain species are restricted or prohibited outright, and exotic or wild-caught animals fall under international trade controls as well as national rules. The species is confirmed against the current position before anything else is planned around it.
