Pet & Vehicle Movers and Packers to Italy

Families moving from India to Italy often raise two questions that sit outside the household shipment: what happens to the dog or cat, and is it worth bringing the car. The answers are yes to both, with specific conditions attached. Both require planning that begins at the India end, and both become considerably harder when left until the final weeks before departure. The pet timeline alone — because of the EU’s rabies antibody-titre wait for animals arriving from non-listed third countries — can stretch to several months, while the vehicle path needs the transfer-of-residence relief, an Italian roadworthiness inspection (collaudo) for the imported vehicle and registration with the Motorizzazione Civile and PRA before it can lawfully run on Italian roads. Relocating your pet from India to Italy

Italy applies the EU pet entry rules under Regulation (EU) 576/2013. For animals travelling from India — a non-EU, non-listed third country for rabies purposes — the entry requirements are detailed and the sequence is fixed. The animal must first be implanted with an ISO 11784/11785-compliant microchip; the rabies vaccination must follow the microchip, because any vaccination given before the chip is invalid for EU entry; a rabies antibody titration test must then be carried out at an EU-approved laboratory at least 30 days after the vaccination and must show an antibody level of at least 0.5 IU/ml; and a three-month waiting period must elapse from the date the blood sample for that test was drawn before the animal can enter the EU.

Once those steps are complete, the EU Animal Health Certificate must be issued by an official Indian veterinary authority within ten days of the travel date. The certificate is pre-notified to the Italian authorities through the EU’s TRACES NT electronic platform, and the animal must enter the EU through a designated Travellers’ Point of Entry — in practice Milan Malpensa or Rome Fiumicino for most Indian-origin pets — where the documentation is checked on arrival. None of these steps can be reordered or compressed.

India adds its own export requirements. The Animal Quarantine and Certification Service issues the Indian export health certificate; a No Objection Certificate from the Wildlife Crime Control Bureau is required for certain species and for any CITES-listed animal. The pet must be examined by an authorised veterinary officer and the microchip details verified before the certificate is issued. These India-side steps run in parallel with the EU entry preparation, and both must be complete before the animal travels.

  • India export health certificate via the Animal Quarantine and Certification Service, and Wildlife Crime Control Bureau NOC coordination where applicable
  • EU entry sequence — ISO microchip, rabies vaccination, antibody titre test at an EU-approved laboratory, the three-month wait, and the EU Animal Health Certificate issued within ten days of travel

  • Pet-appropriate air travel from BOM or DEL into MXP or FCO, using carriers and ground handlers experienced in live-animal transport

Shipping a vehicle from India to Italy

Moving a car or motorcycle from India to Italy involves Indian export documentation — the RC book, an NOC from the RTO, the AD code and the ICEGATE shipping bill for the vehicle — sea freight from Nhava Sheva or Mundra to Genoa, Livorno or another Italian port, and an Italian registration process that, for a non-EU vehicle, centres on the collaudo roadworthiness inspection. The collaudo assesses whether the Indian-specification vehicle meets Italian and EU type-approval standards on lighting, emissions, braking, glazing, mirrors and structural items; modifications are frequently required before approval is granted, and the inspection result determines whether the vehicle can be registered at all.

On the customs side, transfer-of-residence relief is the principal route to avoid the EU import duty and 22% IVA that would otherwise apply to a non-EU vehicle — available where the vehicle has been owned and used at the India address for a qualifying period before the move and where the family is genuinely transferring its main residence to Italy. Once the collaudo is passed, the vehicle is registered with the Motorizzazione Civile and entered in the Pubblico Registro Automobilistico (PRA), Italian number plates are issued, the bollo auto (annual road tax) is set up, and RC auto third-party insurance is arranged. Access to the historic centres of Milan, Rome, Turin, Florence and other cities is then governed by the local ZTL restricted-traffic zones and, in some cities, low-emission rules.

  • India-side documentation: RC book, RTO NOC, AD code, ICEGATE shipping bill and export customs clearance for the vehicle
  • Sea freight from Nhava Sheva or Mundra into Genoa, Livorno or another Italian port — container or Roll-on Roll-off depending on the vehicle and your preference

Is the car worth bringing? Usually not

The unhelpful answer comes first, because it is the true one: for most families moving from India to Italy, shipping the car is not worth it. Here is why, and where the exceptions genuinely sit.

An Italian-market vehicle carries an EU whole-vehicle type approval. An Indian-market vehicle does not, so it cannot simply be registered on presentation of its papers. It goes through individual approval at the Motorizzazione Civile, where an inspection establishes whether it meets EU technical requirements on lighting, braking, glazing, mirrors, seat belts and anchorages, noise and emissions. Several of those are hard to satisfy on an Indian specification. The headlamps are the clearest case: an Indian car is built for left-hand traffic, so its beam pattern throws light into the eyes of oncoming drivers on an Italian road, and the units have to be replaced or corrected. A rear fog lamp, mandatory in Europe, is frequently absent. And proving the emissions class without a European certificate of conformity means paying for testing, which on an ordinary used family car can cost more than the car is worth.

The vehicle is also right-hand drive, which Italy allows but does not accommodate. Toll booths, car-park ticket machines, motorway barriers and residents’ parking readers all sit on the left. Overtaking on a two-lane road is meaningfully worse. And when the time comes to sell, the Italian market for a right-hand-drive Indian model is effectively nil, so nothing spent on freight and approval comes back out.

Then there is where it can actually be driven. Milan operates a congestion charge inside the inner ring and a low-emission zone across the municipality that excludes older diesel and petrol classes, and other cities run their own versions. A Bharat Stage IV diesel corresponds roughly to Euro 4, and Euro 4 diesels are precisely what those zones exist to keep out. A car that cannot enter the city you have moved to is not much of a car.

The exceptions are narrow but real. A motorcycle or car of a model also sold new in Europe — and therefore with a European approval to point at — is a far simpler case than one never offered here. A genuinely collectible or historic vehicle follows a different route and is often worth moving for reasons that are not economic. And a vehicle owned and used at the Indian address for a qualifying period can travel under the relief on personal property that the Union Customs Code provides to people transferring their normal residence into the EU, which takes duty and IVA out of the sum and changes the arithmetic considerably. After registration: revisione, bollo and where you can drive

Once individual approval is granted, the vehicle is registered at the Motorizzazione Civile and its ownership recorded in the Pubblico Registro Automobilistico, plates are issued, and Italy now provides a single vehicle document — the documento unico di circolazione e di proprietà — in place of the separate registration and ownership certificates it used to issue. Three ongoing obligations start from that point.

  • Revisione. The periodic roadworthiness test, and a different thing entirely from the inspection that got the car approved in the first place. For a car it falls due four years after first registration and every two years after that, so an imported used vehicle joins the cycle according to when it was first registered in India.
  • Bollo auto. The annual regional road tax, calculated from engine power in kilowatts and the Euro emissions class. A vehicle with a low or unproven Euro class pays more, every year, for as long as it is kept.
  • RC auto. Third-party insurance is compulsory. Italian premiums run on a bonus-malus class, and a driver arriving with no Italian claims history generally starts in an unfavourable one unless a recognised foreign claims record or a qualifying family transfer applies. Budget for a first year that costs more than expected.

Access to historic centres stays governed by the local restricted-traffic zones whatever the vehicle turns out to be. Residents can normally obtain authorisation for their own address, but it is issued by the comune against a specific plate and it is not automatic.

Counting the pet timeline backwards

The pet timeline is the longest fixed constraint in the whole move, and it is fixed by regulation rather than by anybody’s workload. Because India is not on the EU’s list of rabies-controlled third countries, an animal travelling from India has to complete a serology step and a waiting period that cannot be shortened, appealed or paid to accelerate. In order:

Four to five months from a standing start is realistic, and having the chip and the vaccination done in the week the Italy decision is made is the single most useful thing an owner can do. Two further constraints sit on top of the regulatory one. Airlines apply temperature embargoes on live animals, which through the Indian summer closes long stretches of the calendar at BOM, DEL, BLR and MAA. And many carriers will not accept snub-nosed breeds at all on welfare grounds — pugs, bulldogs, boxers, Persian and Himalayan cats among them. Both narrow the routing, and both are far better discovered in month one than in month four.

Our part is the physical journey: a travel crate built to the IATA Live Animals Regulations, sized so the animal can stand, turn and lie down naturally, with ventilation on the required sides, a secure door and dishes reachable from outside; acclimatisation guidance so the crate is familiar weeks before the flight rather than frightening on the day; booking with carriers and ground handlers who move animals regularly; and coordination at both airports. Give the animal a month living with the crate at home. It matters more than anything else you can do for them.

Can the pet travel on the same flight as the family?

Sometimes, as accompanied baggage on a passenger service; more often as manifest cargo. Cargo is not the worse option — animals travel in a heated, pressurised hold with dedicated handling, and the routing tends to be more direct than a passenger itinerary chosen on price. Certification and notification requirements differ slightly between the two, so decide which route the animal is on before the paperwork is prepared rather than after.

Which Italian airport should the animal arrive at?

An animal from a third country has to enter the EU through a designated point of entry where the documentation is checked on arrival. Milan Malpensa and Rome Fiumicino are the practical choices for most Indian-origin pets, and the published Italian list is wider than those two. Onward travel within Italy is then unrestricted for four months on the same certificate.

Can the car and the household goods share a container?

Sometimes, and it saves money where the volumes suit each other. It also means one customs entry covering both, so a query about the vehicle holds up the furniture as well. Where the vehicle’s approval position is uncertain, keeping the two shipments apart is the safer structure even though it costs more.
