Employee Relocation to France
Employee relocation from India to France, designed for HR and mobility teams — Indian export clearance per employee, French customs handled, consistent delivery from any Indian city to any French destination.
Managing employee relocations from India to France requires a programme that works from the India end as well as the French end. The India side — the packing survey in Bengaluru or Hyderabad, the shipping bill filed on ICEGATE, the export clearance at Chennai Port or Nhava Sheva — is where consistency matters most and is least often delivered by providers who are primarily French-side operators. Seemleius employee relocation from India to France brings the same rigour to the origin as to the destination.
The India-origin complexity that programme managers face
Employees relocating from India to France are not a uniform group. One ships from a large family home in South Delhi; another ships from a shared flat in Koramangala, Bengaluru; a third has been in a furnished corporate apartment in Hyderabad for two years and has almost nothing to ship. The programme needs to handle all of these consistently — same documentation standard, same packing quality, same communication to the employee — from whichever Indian city they happen to be in. We operate across all of India’s major professional hubs and hold that standard regardless of origin city.
What the programme covers
India-side survey and packing
In-person or video survey from any major Indian city — Bengaluru, Mumbai, Delhi NCR, Hyderabad, Pune, Chennai — with export-standard packing and a verified inventory.
Indian export clearance
Shipping bill filed on ICEGATE with the correct AD code linked, export documentation processed consistently regardless of which Indian port the consignment departs from.
French customs per employee
Douane DELT’A entry under the employee’s EORI where applicable, Cerfa 10070 transfer-of-residence relief lodged for qualifying personal effects — so the employee does not bear unnecessary 20% VAT or duty.
Mobility programme reporting
Quotes, inventories, shipping documents and invoices in a consistent format across every employee move, ready for HR and finance reporting.
The routes Indian-passport employees typically arrive on
Most Indian-passport professionals heading to France enter on one of three routes. The Passeport Talent is the most common for IT specialists, researchers and qualified employees on permanent contracts above the salary threshold — a four-year multi-entry route that brings the spouse on a Passeport Talent Famille. The ICT (intra-company transfer) route suits employees moving from an Indian arm of a multinational to its French entity for up to three years. The EU Blue Card is used where the salary and qualification thresholds are met. Each route has different family rights, different renewal mechanics and different timelines — programme communications need to reflect that, not generalise. The Carte de Séjour follows arrival, typically issued at the local préfecture after the OFII validation appointment.
Student and researcher relocations
A notable segment of India-to-France moves managed for institutions — universities, research organisations, corporate L&D programmes — involves students and researchers rather than standard employees. These moves tend to be smaller in volume (a shared container rather than a full one) and are often time-critical around semester starts. We handle this segment within the same programme framework, with the same documentation rigour, and we are realistic about the volumes and timelines involved so the planning is honest from the start.
What French arrival looks like for Indian employees
Indian employees arriving in France on a long-stay route typically complete a validation step with the relevant French authority within three months of arrival — a process that involves a medical examination, residential address confirmation and an administrative stamp. The Carte de Séjour is then issued by the préfecture. Sécurité sociale enrolment with CPAM follows once the social security number is allocated; the carte vitale arrives a few weeks later. Families with school-age children are operating against the French school year — the rentrée in early September — so a July or August arrival often makes more sense than a mid-term September one. CAF housing aid (APL/ALS) is available to many newly arrived employees once the lease is in place; programme communications can usefully flag it. We brief each relocating employee on the French arrival sequence so they are not discovering the bureaucratic steps from scratch while also starting a new role.
How the programme runs
- Programme alignment. We map to your mobility policy: entitlement tiers by grade, freight mode guidelines, documentation standards, and the reporting format your team needs.
- Move initiation. HR refers the employee; we schedule the India survey (in person or video), prepare the Indian export documentation on ICEGATE, and return a policy-checked quote.
- Manage the relocation. Packing, sea or air freight from India, French Douane clearance and delivery to the French address are coordinated for the employee, with HR updated at each milestone.
- Report. Consistent documentation — shipping bill, packing list, Cerfa 10070 if used, French Douane records and invoice — delivered in your agreed reporting format for every move.
Whether you are relocating five employees a year from India to Paris or running a high-volume programme for an organisation with a significant French presence, the India-end expertise travels with the programme. Get in touch and we will set it up from the first move.
What an employee file to France costs, and what moves the number
Mobility teams pricing this corridor for the first time usually expect the ocean freight to dominate. It rarely does. On a typical India-to-France file the freight is a minority of the total, and the variables that swing the final invoice are precisely the ones a written policy can control.
- Entitlement expressed in volume, not weight. Containers are sold by space. A policy written in kilograms produces arguments; a policy written as shared load, sole-use 20ft or sole-use 40ft by grade produces predictable quotes and far fewer exceptions.
- Origin city and access. A Gurugram villa with a driveway and a nineteenth-floor Mumbai flat with a three-hour lift window can hold identical volume and be nothing like the same day’s labour.
- Mode split. An air allowance for essentials running alongside the sea consignment is the single most effective line in the policy for employee satisfaction across a four-week ocean leg, and it is cheap next to the alternative of a whole file going by air because somebody panicked in week three.
- Destination access in France. Whether the French address will need a monte-meubles is not knowable from India at quote stage, so a policy carrying a stated allowance for access equipment avoids a supplementary invoice landing after the event.
- Storage. Housing in Paris, Lyon and Toulouse is often secured after arrival rather than before it, so a month of storage is a normal budgetable outcome rather than evidence that something went wrong.

Building the calendar around a French start date
France has two dates that reshape a mobility calendar and neither is negotiable. La rentrée, in the first week of September, restarts the school year, the corporate year and the administrative year simultaneously; it is the busiest arrival window on the corridor and the one where housing, schools and moving capacity all compete for the same fortnight. August is the mirror image — much of the country is away, smaller firms close for two to four weeks, and the throughput of anything requiring a third party drops sharply.
The workable pattern for a September start date is therefore a June or early-July collection in India, a sailing that clears the Douane in late July, and delivery either before the August lull or in the opening days of September. Files collected in India during July land squarely in the dead zone and generate the complaints. Where the start date falls in January or after Easter instead, the calendar is considerably kinder and the same file costs less to run.
Notice periods at the Indian end deserve mapping too. Employees in Bengaluru, Hyderabad and Pune commonly serve long notice, and the packing date has to fit inside the gap between the last working day and the flight — a gap that is often three or four days and occasionally one.
Where the France population actually lands
Aggregated across a programme, India-to-France employee traffic concentrates in five places, and the shipment profile differs at each of them.
| Destination | Who goes there | What the file usually looks like |
|---|---|---|
| Paris and Île-de-France | Consulting, finance, technology, luxury and headquarters roles | Small to mid volumes into difficult buildings; access equipment likely; storage common while housing is found. |
| Lyon | Pharmaceuticals, chemicals, life sciences and engineering | Full family volumes; easier delivery access; Marseille-Fos frequently the better port of entry. |
| Toulouse | Aerospace and its supply chain, much of it drawn from Bengaluru and Hyderabad | Family moves with school-age children; long assignments; the largest average volumes on the corridor. |
| Sophia Antipolis and Nice | Software, telecoms and research | Younger, smaller consignments; often a shared load or an air-only allowance. |
| Grenoble | Microelectronics, energy and public research | Technical single movers and couples; modest volumes; winter delivery access worth confirming. |
Knowing that split matters because the tiers ought to reflect it. A programme sending most of its people to Toulouse on three-year family assignments while writing its entitlements around a Paris single-mover profile will be granting an exception on every second file.

What HR and finance get back on every file
Consistency is the entire point of running a programme rather than a series of one-off moves. Each file returns the same artefacts in the same shape: the surveyed volume and the quote it produced, the signed inventory, the export documentation reference from the Indian side, the entry lodged with the Douane, delivery confirmation with the employee’s sign-off, and a single invoice reconciled against the quote with any variation explained on its own line. Twenty years of India-origin work sits behind that format.
What the employee actually hears
A mobility programme is judged twice: once by finance on the invoice, and once by the employee on how the month felt. The second judgement is the one that reaches the hiring manager. The employee-facing side of a France file is therefore kept deliberately narrow and specific — a named coordinator with a direct number, a survey appointment that is kept, written confirmation of what is being packed and what is not, a sailing date, an arrival window revised honestly rather than optimistically, and a delivery slot agreed with the French building rather than announced to it.
Two pieces of advance briefing repay themselves several times over. The first is that a four-week ocean leg means ten to thirteen weeks door to door, so the air allowance is best spent on what the family will genuinely miss rather than on whatever is easiest to pack. The second is that a French delivery may need a hoist and a reserved kerb, that this is ordinary, that it is arranged in advance, and that it is not evidence of anything going wrong. Employees told both of those in week one do not escalate in week eight.
What mobility managers ask us
Can a quote be issued before the family has a French address?
Yes, with a stated assumption. Quotes are built to a destination city with a defined access assumption and a named allowance for whatever the actual building turns out to demand. That is more honest than a firm number that quietly excludes the thing most likely to happen.
How are the very small movers handled?
With a shared container load or an air-only allowance, depending on the start date. An employee leaving a serviced apartment in Hyderabad with four suitcases and a bicycle does not need a container, and a policy that forces one is spending money that would do more good at the destination end.
Do you cover every Indian origin city?
Mumbai, Delhi NCR, Bengaluru, Hyderabad, Pune, Chennai, Kochi and the smaller cities, to the same documentation and packing standard throughout. The export entry is filed against the AD code registered at whichever port serves that origin.
What is a realistic door-to-door time on a sea file?
Ten to thirteen weeks from survey to delivered address is a fair planning figure for a September arrival, and less outside the peak. Giving the employee that number at the start prevents most of the escalations that otherwise arrive around week six.
Can the household consignment and the family pet be handled together?
They are planned together and shipped separately, because an animal travels by air under live-animal handling while the household goods travel by sea. The animal timeline is the longer of the two and it should set the programme dates. The pets and vehicles page explains the sequence.
Who does the employee call when something changes?
The same coordinator, at both ends of the corridor. There is no handover to a separate French agent halfway through and no second reference number to quote. Where HR wants to stay informed without sitting in the middle, the coordinator copies the mobility inbox on each milestone while the employee keeps the direct line.
