Cambodia has become one of Southeast Asia’s more open economies, with a growing manufacturing base, an expanding tourism sector and a business climate that draws Indian entrepreneurs and professionals. The India–Cambodia relationship carries deep cultural weight — the temples of Angkor are a lasting symbol of historic Indian influence — and today it is matched by practical ties in textiles, agriculture, IT services and education. For Indians relocating to Phnom Penh, Siem Reap or Sihanoukville, the move is well served by established shipping connections.

Cambodia has a coastline and a deep-water port, which makes this a comparatively straightforward corridor by Southeast Asian standards. The job is to clear the goods correctly in India, route them efficiently across the Bay of Bengal and the Strait of Malacca, and clear them cleanly into Cambodia. The India–Cambodia corridor

Export clearance in India begins with the shipping bill filed on ICEGATE, AD code registration with the loading port and export-standard packing. Sea freight departs from Nhava Sheva (JNPT), Mundra, Chennai or Cochin and is routed to Sihanoukville Autonomous Port — Cambodia’s principal deep-sea port — usually via transhipment at Singapore or Port Klang, with port-to-port transit typically in the range of 14 to 24 days depending on connections. River and feeder services link Sihanoukville and the Phnom Penh Autonomous Port for inland delivery. Customs clearance is handled by the General Department of Customs and Excise of Cambodia, which administers import duty, VAT and the conditions under which used household goods may qualify for relief on a transfer of residence.

Air freight from Mumbai (BOM), Delhi (DEL), Bengaluru (BLR) or Chennai (MAA) reaches Cambodia through Phnom Penh International Airport (PNH) or Siem Reap–Angkor International Airport (SAI), typically via Bangkok, Singapore or a Gulf hub. Indian export clearance

Sihanoukville, or up the Mekong to Phnom Penh

Cambodia gives an Indian household two ways in, and which one suits you depends mostly on where you will live.

Sihanoukville Autonomous Port is the country’s only deep-sea container port. A container from Nhava Sheva, Chennai or Cochin reaches it after transhipment at Singapore, Port Klang or Tanjung Pelepas, and from Sihanoukville the goods go by road to Phnom Penh, about 230 kilometres away. The expressway that opened between the two cities in 2022 has made that a half-day drive rather than a full one. For a home in Sihanoukville, Kampot or Kep the port is on your doorstep. For Phnom Penh it means one truck leg, which is short and well run.

Phnom Penh Autonomous Port is a river port, reached by barge up the Mekong from the Vietnamese ports of Cai Mep and Ho Chi Minh City. Containers are transhipped there from the main-line vessel onto river barges, transit Vietnam under seal, and are cleared in Phnom Penh. It removes the road leg from Sihanoukville, and for a household settling in the capital that can be the cleaner option. The trade-offs are a Vietnamese transit formality and barge schedules that are less frequent than trucks. In practice we book whichever gets your goods to your door sooner, and on most sailings that is Sihanoukville.

Siem Reap is reached from either port by road, around five to six hours from Phnom Penh. Battambang, Kampong Cham and Poipet likewise. Cambodia’s national roads have improved a great deal and delivery beyond the capital is routine.

What the price is made of

Cambodia is a comparatively well-served corridor from India — consolidation through Singapore is strong, sailings are frequent, and both groupage and full containers are available — so the cost picture is more conventional than for the difficult routes.

  • Volume, and how it is shipped. A one-bedroom flat’s worth of goods travels as groupage in a shared container; a family home fills a 20-foot box. The crossover point is where the quote gets interesting, and we show both options when you are near it.
  • Origin services. Survey, professional packing, materials, the truck to the port and export clearance are a substantial share of any quote, and they scale with the amount of furniture and fragile items, not with the distance.
  • Ocean freight and transhipment. Set by the line and the market. Rates on the Singapore–Sihanoukville feeder move seasonally and we quote at the time of booking.
  • Destination charges. Port handling at Sihanoukville, customs clearance through the General Department of Customs and Excise, and the road leg. Duty and VAT, where relief does not apply, are assessed on declared value; new or near-new items attract attention.
  • Delivery access. Phnom Penh’s newer condominiums have lifts, loading bays and building rules; older shophouses have stairs. We ask, because it changes crew size and time.

We do not quote a price on this page because the range between a studio’s worth of groupage and a full container of household goods is too wide to be useful. What we do promise is a quote that itemises those lines so you can see where the money goes.

End to end, plan on six to eight weeks from confirming the booking to your goods in the house. That is comfortably shorter than the African corridors on this site and a little longer than the Gulf, which is about what the geography suggests.

Packing for two monsoons

Cambodia’s wet season runs from roughly May to October, the Indian south-west monsoon from June to September. A container packed in Mumbai in July and unpacked in Phnom Penh in August has been humid for its whole journey. Sea freight is always damp work, but this corridor is one where we take moisture seriously at both ends.

The practical measures are simple and worth doing. Furniture, especially anything in solid wood, is wrapped so air can move but water cannot, and never shrink-wrapped tight in a way that traps condensation against the surface. Soft furnishings, mattresses and clothes get sealed liners. Container-grade desiccant goes in the box in quantity. Books and paper are packed in double-wall cartons, and anything valuable on paper travels with you. Electronics are bagged with desiccant and boxed rigid. On the receiving end, we suggest unpacking promptly rather than leaving cartons in a garage or under a stairwell through a wet month.

What travels well to Cambodia: kitchen equipment, furniture, books, bicycles, most electronics (Cambodia runs on 230 volts, so Indian appliances work). What deserves thought: musical instruments in wood, which suffer in humidity; large white goods, which are readily available in Phnom Penh and cost more to ship than to replace; and food items, which customs treats as commercial goods. Motorcycles and cars have their own import regime and are handled as separate consignments.

Customs and delivery at the Cambodia end

The Indian side is the same package as every corridor on this site — shipping bill on ICEGATE, AD code, inventory and invoice, export clearance at the port — and for used household goods it is rarely where trouble starts. The Cambodian side is handled by the General Department of Customs and Excise through its electronic declaration system, filed by the clearing agent against the bill of lading, the inventory and the valuation. The inventory travels in English and is accepted as such in practice; what customs cares about is that it is itemised, honest and consistent with what the inspector finds if the box is opened. A vague line like “household goods, 40 cartons” invites an inspection. “Carton 17: kitchen utensils, used” does not.

Relief on used household effects for someone taking up residence in Cambodia is available under conditions the customs administration sets on ownership, arrival timing and residence documentation; we confirm the current terms at booking and prepare the file. Items that are new, still boxed, or in commercial quantities are assessed for duty and VAT on declared value, and we tell you before packing which of your things are likely to fall on which side of that line.

Delivery in Phnom Penh is straightforward but worth planning. The newer condominium districts — BKK1, Tonle Bassac, Toul Kork — have lifts, service entrances and building managers who want a booking and a time window; older shophouses and villas have stairs, narrow lanes and a landlord who wants to be present. Either way the crew unpacks to the room, reassembles what it dismantled in India, and takes the debris away. Where the house is not ready, storage in Phnom Penh can be arranged for weeks or months, in a dry, secure warehouse rather than a container left in the port. For Siem Reap and Sihanoukville the same applies with a longer truck leg and a smaller pool of local crews, so we book delivery dates further ahead.

A growing corridor, still small

The Indian community in Cambodia is small but visibly growing. It is concentrated in Phnom Penh, with the garment and textile sector, IT services, education and hospitality behind most of the recent arrivals, and a second cluster around the hotels of Siem Reap. There are Indian grocers and restaurants in the capital now, which there were not a decade ago, but it is not a diaspora hub in the way Singapore or Kuala Lumpur is, and you should not expect the informal support network that exists there. The formal one — a coordinator who knows the port, the customs office and the delivery streets — is what we provide.

Questions, answered briefly

Do I have to be in Cambodia when the goods arrive?

For relief on used household goods, customs generally expects the importer to be resident and present, with residence documentation to support the claim. We confirm current requirements at booking. We are a relocation partner, not an immigration adviser.

Groupage or a full container for a two-bedroom flat?

Usually groupage, unless you are bringing most of the furniture. A survey settles it in ten minutes.

Can you deliver to Siem Reap directly from the port?

Yes. The container clears at Sihanoukville or Phnom Penh and continues by road; we do not deconsolidate in the capital unless it is groupage.
