Portugal has become one of the most sought-after destinations in Europe for Indian families and professionals, and the reasons are not hard to find: a temperate Atlantic climate, a comparatively gentle cost of living for a Western European country, English widely spoken in cities, and a residence framework that has made the country genuinely accessible to applicants from India. The corridor is younger than India’s long-established links with the United Kingdom or Germany, but it is growing quickly, and the people making the move tend to have planned it with care over a year or more. The physical relocation of a home or a business deserves the same care. Seemleius exists to make sure the logistics keep pace with the decision.
An India–Portugal move has two halves, and both have to be handled properly. The India end means export customs clearance through ICEGATE, a shipping bill filed under the Customs Act at Nhava Sheva (JNPT), Mundra, Chennai Port or Cochin, AD code registration against the originating port, and the careful packing of a household or office for a sea voyage that runs the length of the Arabian Sea, around the Iberian Peninsula and into the Atlantic. The Portugal end means clearance with the Autoridade Tributária e Aduaneira (the Portuguese tax and customs authority), the 23% IVA import VAT question, and the transfer-of-residence relief that — when correctly claimed — exempts used personal effects from import duty and VAT for people genuinely transferring their main residence to Portugal. Get the India end wrong and the Portugal end inherits the problem; that is why we coordinate both as a single piece of work.
The India–Portugal corridor
Sea freight is the backbone of this route for household and commercial volumes. Container vessels from Nhava Sheva and Mundra reach Portugal’s Atlantic ports — Lisbon (Lisboa), Leixões near Porto, and the deep-water hub of Sines — on services that usually tranship at a Mediterranean or Northern European hub rather than running direct. Realistic port-to-port transit is typically in the range of 26 to 38 days depending on routing and the number of intermediate calls. Chennai Port and Cochin serve origin cities in South India well. From the discharge port, onward road delivery reaches Lisbon, Porto, Cascais, Braga, Coimbra, Faro and addresses across the Algarve and the interior.
Air freight from Mumbai (BOM), Delhi (DEL), Bengaluru (BLR) or Chennai (MAA) into Lisbon (LIS) or Porto (OPO) serves moves where the timeline cannot absorb sea transit. There is no direct passenger or freighter service between India and Portugal, so air cargo routes via a European or Gulf hub, putting a shipment on the ground in Portugal within a few days of dispatch. We are candid about the cost: air freight sits at a substantial multiple of sea for the same consignment, and the right choice depends on whether your start date in Portugal leaves room for a sea voyage.
Why the India end matters so much
Indian export clearance
Shipping bill filed on ICEGATE, AD code registration, FEMA-aware documentation and Indian customs clearance managed at Nhava Sheva, Mundra, Chennai Port or Cochin — so the shipment leaves India correctly and any GST refund or LUT position is preserved.
Portugal’s customs regime
EU import declarations to the Autoridade Tributária e Aduaneira, EORI registration where required, 23% IVA VAT treatment confirmed in advance, and the transfer-of-residence relief claimed accurately for genuine change-of-residence shipments.
Sea and air options
Sea via Lisbon, Leixões or Sines for household and commercial volumes (typically 26 to 38 days); air via Lisbon or Porto through a European or Gulf hub when the schedule does not allow a sea voyage.
One coordinator, both ends
The same person manages your India packing survey, ICEGATE shipping bill and export documentation, sea or air dispatch, and Portuguese delivery — no handover gap between origin and destination.
Who moves on this corridor
- Retirees and passive-income households — people arriving on Portugal’s income-based residence route, often settling in Lisbon, Cascais, the Algarve or the Silver Coast
- Skilled professionals and remote workers — IT engineers, consultants and digital professionals from Bengaluru, Hyderabad, Pune and Delhi NCR, including those arriving on the digital-nomad and skilled-work residence routes
- Students and academics — admissions to the University of Lisbon, University of Porto, Nova University Lisbon, the University of Coimbra and the country’s growing English-taught postgraduate programmes
- Indian businesses — companies establishing a European base in Lisbon or Porto, drawn by the talent pool, EU market access and the cost advantage over other Western European capitals
Those categories describe who travels this corridor; they are not a description of what we sell. Seemleius International is a relocation partner, not an immigration adviser. Residence routes and the paperwork attached to them are matters for a qualified adviser. What we handle is the shipment, the customs filings at both ends and the delivery.
Where we deliver in Portugal
We move regularly to all of Portugal’s main destinations and their surrounding areas: Lisbon and the wider metropolitan region including Cascais, Sintra and Oeiras; Porto and the north including Vila Nova de Gaia and Matosinhos; Braga and the Minho; Coimbra and the centre; Faro, Lagos, Albufeira and the Algarve coast; and the Silver Coast towns favoured by relocating families. Wherever your shipment lands, the new arrival’s early administrative steps in Portugal — obtaining a NIF (número de identificação fiscal) tax number and completing residence registration with the local câmara municipal — shape the timeline, and we plan the delivery around them. If your destination is not listed here, ask us; we deliver across the whole country, including Madeira and the Azores.
Starting the move
- India-side survey. We assess volume and contents at your home or office in India — in person in the major cities, or by video — and return a clear quote with sea and air options explained, including realistic Lisbon or Leixões arrival windows.
- Export documentation. Indian export paperwork is prepared: shipping bill filed through ICEGATE, AD code confirmed, packing list, invoice and any FEMA-related declarations relevant to your move. We do not leave this to the last week.
- Pack and dispatch. Our crew packs to export standard from your India origin, and the shipment is booked and dispatched on the confirmed route to Lisbon, Leixões, Sines or, by air, into Lisbon or Porto.
- Clear and deliver in Portugal. We manage the EU import clearance with the Autoridade Tributária e Aduaneira, advise on the transfer-of-residence relief, and coordinate onward road delivery to your address anywhere in Portugal.
Choose the guide below that fits your situation — commercial freight, a corporate or office move, an employee relocation programme, a household and family move, or pets and vehicles — or request a quote and your coordinator will walk you through the right starting point for a move from India to Portugal.

Madeira, the Azores and why an island address changes the plan.
A move to Funchal or Ponta Delgada is not a move to Lisbon with a longer drive at the end, and this is the point families planning an island move most often discover too late. Madeira and the Azores are autonomous regions of Portugal. They sit inside the EU customs territory, so the import declaration to the Autoridade Tributária e Aduaneira and the relief on used household effects work on the same legal footing as they do on the mainland — but each region sets its own IVA rates, and both are lower than the mainland’s 23% standard rate, with correspondingly lower reduced rates. If any part of a consignment falls outside the relief and becomes taxable, the rate that applies is the regional one. It is worth confirming the current figures against the tax authority’s published table rather than carrying a mainland assumption across the water.
The logistics differ more than the tax does. Nothing sails from India to the islands directly. A container discharges at Lisbon, Leixões or Sines and then waits for a feeder — to Caniçal, Madeira’s commercial cargo port east of Funchal, or to Ponta Delgada or Praia da Vitória in the Azores. Feeder frequency is weekly at best on some legs, so the extra sea leg adds anywhere from a week to a fortnight, and a missed connection costs a whole cycle rather than a day. Island geography then imposes its own limits: much of Funchal is built on a gradient, several Azorean town centres have street widths no full trailer will enter, and delivery often means transferring to a smaller vehicle at the port. An island quotation that does not show those two constraints as separate lines is a quotation that will grow later.
A realistic timeline, counted backwards from the delivery date.
Most people plan a move forwards from the day they decide to go. It is more useful to plan it backwards from the day the container has to be in the flat, because that is the date with consequences attached. For a sea shipment out of Nhava Sheva into Lisbon, the shape of it is this.
| Stage | Typical duration | What it turns on |
|---|---|---|
| Survey and quotation | 2–5 days | Access to the home and how quickly the inventory is agreed |
| Booking and export documentation | 1–2 weeks | AD code registration, shipping bill preparation, sailing availability |
| Packing and collection | 1–3 days | Volume, lift access and whether crating is needed |
| Origin port handling to sailing | 3–10 days | Groupage waits for co-loaders; a full container does not |
| Sea transit to Lisbon or Leixões | 26–38 days | Direct call or transhipment, and the routing chosen |
| Import clearance in Portugal | 3–10 days | Whether the NIF and supporting evidence are in hand on arrival |
| Delivery and unpacking | 1–2 days | Street access, stair width and whether an external lift is needed |
Add those up and a comfortable plan runs to about ten to twelve weeks from first call to furniture in place, roughly half of it spent at sea. Compressed into six it can still be done, but every stage loses its slack and one missed sailing shows up as a three-week hole. Air changes the arithmetic entirely — a consignment dispatched from BOM or BLR is usually in a Lisbon or Porto flat inside a fortnight — at a cost that only makes sense for a limited load.
What actually moves the price on this corridor.

Two households of similar size are often quoted very differently for the same route, and the reasons are structural rather than arbitrary. These carry the real weight:
- Volume, measured rather than guessed. Sea freight is priced on cubic metres, not on bedroom count. Three wardrobes and a piano occupy a different world from a sparely furnished flat of the same floor area.
- Exclusive container against shared groupage. Below roughly a two-bedroom volume, sharing is normally cheaper. Above it, a container to yourself is often both cheaper and faster, because it stops waiting on other people’s cargo.
- Which Indian port you load from. Inland haulage from a Delhi NCR or Hyderabad origin down to Nhava Sheva or Mundra is a substantial line in its own right, and routing south through Chennai or Cochin is sometimes the better answer.
- Routing and transhipment. A service that tranships once is usually cheaper and slower than one that does not. Rates on this lane also move with conditions on the Suez and Cape routings, which is nobody’s to control and ought to be said plainly in a quotation.
- Access at both ends. A fourth-floor Mumbai flat with a small lift and a Lisbon building whose stairwell will not take a sofa each add crew hours — and the Portuguese end may add an external furniture lift and a bay reserved on the street.
- Crating, storage and cover. Marble, glass, stone deities and artwork are crated individually; lease dates rarely align with sailing dates, so a few weeks of storage is a normal part of a plan; and insurance is priced against the declared replacement value of the inventory, which is one more reason to value it honestly.
Questions that come up before a Portugal move.
Do I need a NIF before the shipment arrives?
The Portuguese tax number is what a household import filing is made against, so it needs to exist by the time the container is at the port rather than by the time you would like it delivered. Families who leave it until after arrival are the ones paying port storage while it is sorted out. It is obtained in Portugal or through a representative there; it is not something we obtain on your behalf, and it is worth having in hand early.
Can I ship before I have an address in Portugal?
Yes, and plenty of people do. The shipment clears and goes into storage until the address is confirmed, then moves out to it. Storage costs money, but it is cheaper and calmer than compressing an entire move into the fortnight after a lease is signed. Say at the survey that this is likely, so the plan is built for it rather than adapted to it.
Will my Indian appliances work there?
Portugal runs at 230V, 50Hz, so Indian appliances built for a 220–240V supply run without a transformer. The plug is the difference: Portuguese sockets are Type F Schuko and Type C, so Indian three-pin plugs need adaptors or rewiring. Anything with a water inlet or a fixed installation — washing machine, geyser, RO unit — deserves a second look, because plumbing standards and inlet pressures differ and a Portuguese fitter may decline to connect a machine they cannot certify.
How do I tell whether a quotation is realistic?
Ask what volume it is based on and how that volume was arrived at. Ask whether the transit time is port to port or door to door, and whether it assumes a transhipment. Ask what is excluded — access charges, storage, an external lift, an island feeder leg. A quotation that answers those four questions specifically is one you can plan against, and ours are built after a survey precisely so that they can be.
