Bosnia and Herzegovina sits in the western Balkans, a country of mountains, rivers and historic cities working towards European Union accession. For Indian movers it is a smaller corridor than the major EU destinations, but a growing one — carrying professionals in IT and outsourcing, engineers on infrastructure and energy projects, academics and students, and entrepreneurs drawn to a developing market with low operating costs.

Bosnia has only a short coastline and no commercial container port, so most cargo arrives through a neighbouring country’s port and moves inland by road. The India–Bosnia corridor

Air freight from Mumbai (BOM), Delhi (DEL), Bengaluru (BLR) or Chennai (MAA) routes via a European hub into Sarajevo International Airport (SJJ), with Tuzla (TZL) and Banja Luka (BNX) as secondary options, for urgent moves. On arrival, clearance is handled by the Indirect Taxation Authority (Uprava za indirektno oporezivanje), which administers customs across the country; used personal and household effects accompanying a genuine change of residence may qualify for duty relief, and we prepare the documentation in advance.

The customs border is not at the port

Every other Adriatic corridor on this site ends in a European Union member state. This one does not, and that single fact rearranges the move. A container from Nhava Sheva that discharges at Ploče, Rijeka or Koper is on EU soil, but it is not being imported into the EU. It moves under customs transit, sealed, to a Bosnian border crossing—Bijača on the motorway up from Ploče through the Neretva valley, Gradiška on the northern approach to Banja Luka, or another crossing suited to the destination—and the import declaration is made there, or at an inland customs terminal, to Bosnia and Herzegovina’s Indirect Taxation Authority.

The practical consequence is two sets of rules on one journey. The EU port needs the transit document raised correctly and on time so the box does not sit on the quay accruing storage; the Bosnian side needs the import file complete so the truck is not held at the crossing. Neither is difficult. Both are unforgiving of being done late.

What the Indirect Taxation Authority expects

Customs in Bosnia and Herzegovina is a state-level function. It is administered by the Indirect Taxation Authority, the Uprava za indirektno oporezivanje, which also collects VAT, and it works the same way whether the goods are delivered in the Federation, in Republika Srpska or in the Brčko District. That is helpful: the two-entity structure affects a good many things in the country, but customs is not one of them.

For a person moving their normal residence to Bosnia and Herzegovina, used household goods can be admitted with relief from duty and VAT, provided they have been owned and used for a period before the move and are for continued personal use. The relief is claimed through a licensed customs agent with a file that typically includes an itemised packing list, the bill of lading, passport copies, proof of the period lived abroad, and the residence documentation the owner has obtained from the Bosnian authorities. Goods bought new for the move, commercial stock and vehicles fall outside it and are assessed normally.

The residence side is between you and those authorities; our side is that the customs file matches what is in the container, line by line. A packing list that says “kitchen goods” invites an inspection. One that lists the items does not.

Winter, summer and the Adriatic road

Sarajevo is a mountain city, and its winters are real. Snow on the roads up from the coast, and on the passes into central Bosnia, does not stop deliveries but it slows them and occasionally postpones them by a day or two. Summer brings the opposite problem: the Croatian coast in July and August carries half of Europe’s holiday traffic, and a truck leaving Ploče for Mostar shares the Neretva valley with it. Neither season is a reason not to move; both are a reason to build slack into the delivery date rather than promise a fixed afternoon.

The comfortable windows are spring and early autumn. Public holidays differ between the entities, which is worth knowing when a delivery is planned for Banja Luka rather than Sarajevo. If your start date is fixed, begin the survey conversation eight to ten weeks ahead; the ocean leg is the long part, and sailings to the Adriatic are less frequent than those to Rotterdam or Hamburg.

What moves well on this corridor, and what doesn’t

  • Furniture, cartons and soft goods travel well. Bosnian apartments are often let unfurnished or lightly furnished, and families arriving from India tend to ship a fuller home than they would for a furnished let elsewhere in Europe.
  • Appliances work: the mains supply is 230 volts, the same as India, though sockets are the European two-pin type and a box of adaptors is cheaper than replacing a kettle.
  • Cars are a separate exercise with their own duty, registration and technical-inspection rules, and an Indian right-hand-drive vehicle is rarely worth the trouble in a country that drives on the right. Raise it early rather than late.
  • Food and spices in sealed commercial packaging usually travel without difficulty; fresh and home-made foodstuffs are best left behind.
  • Documents, jewellery and cash travel with you, not in the container. Jewellery in particular should be declared and hand-carried.
  • Winter clothing deserves a mention. Families arriving from Chennai or Kochi in January are surprised by a Sarajevo winter, and the coats you buy in India will not be the coats you need. Pack what you have and expect to add to it.

How the quote comes together

Volume decides most of it, as it does everywhere: whether you share a container with another consignment or fill one of your own, and whether that is a twenty-foot or a forty-foot unit. After that the number is shaped by things particular to this corridor. The gateway chosen affects both the ocean rate and the length of the road leg. The transit and import declarations are two pieces of customs work rather than one, and the licensed agent on the Bosnian side is paid for both. The inland delivery itself varies more than you might expect: an apartment in one of Sarajevo’s hillside neighbourhoods, up a lane a lorry cannot climb and in an older block without a lift, is a different afternoon’s work from a ground-floor flat in Ilidža with a car park outside.

Season is the last driver, and the smallest. A winter delivery may need a day of slack; a summer one may need the truck to leave Ploče early to beat the coast road. We do not quote from a phone call and a guess. An in-person survey in Mumbai, Delhi, Bengaluru, Chennai or Kochi, or a video walk-through anywhere else, is how the volume is established, and it is the difference between a quote that holds and one that grows at the port. The quote comes back with the ocean leg, the customs work, the road leg and the delivery each shown on its own line, so that nothing is folded into a single figure you cannot question.

Questions we hear about Bosnia and Herzegovina

Is Bosnia in the EU for customs purposes?

No. It is a candidate country but not a member, and it sits outside the EU customs union. A container landed at a Croatian or Slovenian port is in transit, and the import happens at the Bosnian border or an inland terminal.

Does it matter whether I am moving to Sarajevo or Banja Luka?

For customs, no—the Indirect Taxation Authority covers the whole country. For routing, yes: Banja Luka tends to be served better from Rijeka and the northern crossings, Sarajevo and Mostar from Ploče.

Should I send anything by air?

Sarajevo International is a small airport with good connections through Vienna, Istanbul and Munich, and air cargo out of Mumbai or Delhi gets there through one of those hubs in a few days. Because it is charged on volume and weight together, it suits a small consignment of what you need on arrival—work equipment, a child’s things, a first week’s clothing—and not a household. One sea shipment with a small air consignment timed for your arrival week is the usual shape of a Bosnia move.

What currency will I be quoted in?

Rupees, for the whole move, India side and Bosnia side alike. The convertible mark is pegged to the euro, so once you are there prices are steady, but nothing in the quote depends on it.

Can you deliver to Mostar or Tuzla directly from the port?

Yes. Mostar is on the road up from Ploče, and Tuzla is reached across the north from either Ploče or Rijeka. The container is normally cleared at the crossing or an inland terminal and delivered as a single leg from there.
